What does it mean when an applicant's form of identification is an ID issued by the state rather than a driver license?
What does it mean when the person who presents such an ID is still driving?

Very strange since if you drive you need a driver's license and if you have a license you are not supposed to have an ID card. It even says this on the DPS website.
Exactly. I couldn't find that said plainly on Tarrant County websites, where it only hinted at that.
But that was my interpretation.
