i use a website that has all of Texas' apprasial info fro every county in one place. It's pretty easy to use, although to see very much info they have started making you sign up, but it is free to do so. I have experience down times for TAD today, and i figured i am probably not the only one, and other folks might appreciate knowing about an alternative.

This site also has the 'footprint' maps (not sure the official name) if you feel that you need one. Access does require an upfront payment into an account that you are able to draw from in order to 'buy' the blueprints (for lack of better term). They are not very expensive, but i think you will need to buy about $30 worth of credits to be able to order one, and the remaining credits stay in your account for the next time you might want to get one.
let me know if this helps you!
