Keith, there are so many things you CAN DO to generate leads but the last thing you want to do is SPAMMING them via email or text. There are systems and tools available to help with this but you can also hire someone to do door-knocking, post door hangers, direct mail, websites, hire a VA, post classified ads, all to the right list/target. IN a perfect world, you might want to implement all the above, you just don't have to implement it all at once.
